      <image:caption>Cantrell: I support the plan in theory but the execution of the plan will dictate my overall support. I support the use of crime cameras but I would open up the budget of the plan to other possible uses and I would be more communicative with neighborhoods about where cameras will be placed and how they would be used.   Charbonnet: I support the installation of security cameras in 20 crime hotspots throughout the city. New Orleans is facing an undermanned police department and crime cameras can help deter crime, make our citizens feel more secure, and help the police solve crime quickly and efficiently. I would work with bars and business owners in the French Quarter to come up with effective ways to make sure their patrons are safe, without forcing them to close their doors at 3 am. New Orleans is known for its twenty-four hour French Quarter and unless there are compelling reasons to the contrary we should work to keep it open for business.  </image:caption>

      <image:caption>Cantrell: This is part of policy platform for jobs, businesses and transportation. P rovide access to capital and resources to small business such as barbershops, beauty salons, bars, music venues and other bricks and mortar businesses. Too often, these businesses have been overlooked in our emerging entrepreneurial community, but incubators like Propeller are expanding their focus to include them and I will support this effort as mayor.   Charbonnet: My administration will create a task force that will work as a liaison between the mayor’s office and artists to propose specialized policies and hear complaints. This liaison will be from within the local music industry, and will be able to “speak the language” of local musicians and understand their points of view. The best way that government can support neighborhood venues is to hear directly from them, what their thoughts and concerns are.  </image:caption>

      <image:caption>Cantrell: This starts with creating a more equitable New Orleans. I think we need to address increasing wages and lowering costs. I have advocated for a higher minimum wage, but I have also worked hard to increase affordable housing opportunities, and to create better transit options for our people. I am going to continue to do so as mayor. I am also working with the masking community to create a city-recognized council that could provide a means of support for Mardi Gras Indians, social aid and pleasure clubs and other communities to be able to benefit from the marketing and branding of their culture. We need to end the exploitation of our people and create means by which our musicians can profit off of the culture that profits off of them. I also believe we can do a better job of connecting some of the organizations that have access to funding like NOTMC to our musicians. Something that I would consider is expanding the Mayor’s Office on Cultural Economy to include economic growth for the local music industry. Finally, we already have organizations like NOTMC, that are well-funded to market our culture, why can’t they be leveraged to educate businesses and create opportunities based off of these tax incentives? We need to be more collaborative and strategic. That is the approach that I have taken as a community organizer and councilmember and it is the approach that I will take as mayor.   Charbonnet: As Mayor I am willing to take the next step to work together with musicians and stakeholders in the music industry to determine what is the best way city government can help facilitate economic growth for artists working in our cultural economy. One way is to treat musicians as small businesses. Many musicians work not only in the music industry, but also as creative business owners, in the hospitality industry, and in many other unique jobs. The city can work to help musicians develop everything from a business plan to connecting them with other musicians can help increase revenues. As important to our city as music is, and it’s essential, we must adopt “best practices” when it comes to fostering a thriving music community.  </image:caption>

      <image:caption>Cantrell: Investing in education, youth, and families is crucial for improving long term economic opportunity / equity, fostering the city’s economic growth, revitalizing neighborhoods, and improving public safety and quality of life. This should include cultural activity and I propose creating an Office of Youth and Families so that we can connect our kids with the vast amount of opportunities available such as NORDC, New Orleans Public Library, sports leagues and music and art programs. For many years, I have supported our public library system and led Broadmoor’s effort to create the city’s only library and community center. One of the outstanding features of the Rosa Keller Library and Community Center is the wide array of programming, which includes cultural programs. I would like to see that effort expanded more and more throughout our city.   Charbonnet: Culture is not only an integral part of New Orleans, but I truly believe it is an asset for crime prevention. I would expand existing programs, e.g. those under the auspices of NORD, to partner with other nonprofit organizations like YaYa and other members of our cultural community to truly help make New Orleans safer, while providing an outlet for our children. Better integration of the public sector, nonprofits, and businesses can help reduce crime while fostering our vital New Orleans culture.</image:caption>

      <image:caption>Cantrell: The way we regulate noise and sound does not work for anyone. Our current noise ordinance is not enforceable, and when officials try to enforce it, the approach is heavy handed. We should discuss the curfew in context of reforming the ordinance. I do think we can do better, but I will not make any changes to the current ordinance until I re-engage with the music community, neighborhoods and anyone else that could be affected by changes to the current law.   Charbonnet: We need to work together to find a middle ground when it comes to musicians working past curfew. I am willing to work with advocates and other members of the community to figure out what is the best way to balance working musicians and the needs of neighbors. We should take a common sense approach and sit musicians and stakeholders in this community down to figure out how to get everyone on the same page. Our musicians are a valuable part of our community and my administration will reflect that in every decision.  </image:caption>

      <image:caption>Cantrell: For me, the term would apply to those that help define, embody and exemplify culture while bringing it to others. That can happen through music, visual arts, dress,dance, food, writing and possibly other forms including architecture and craftsmanship. Determining hard fast criteria for culture bearers, especially New Orleans culture bearers, is going to be subjective and invite great, full-throated debate. In other words, when you try to define what is and what isn’t culture--and we see and hear these discussions in our restaurants, coffee shops, bars and now in social media channels--count on an argument. And it’s a fight worth having, but I think true leadership is about bringing people together, listening and building consensus. So I would prefer to create an atmosphere that can facilitate that, and to focus on preserving and celebrating our culture.   Charbonnet: A culture bearer is a person steeped in a craft with a tradition, but who brings that tradition forward creatively. Culture bearers are important to New Orleans because they represent the very fabric of our city.  </image:caption>

      <image:caption>Cantrell: The city’s public schools will return to local control under the Orleans Parish School Board (OPSB) in 2018. This is an opportunity to improve our schools and involve communities. While the mayor’s office doesn’t directly oversee or fund public education, the office, through the creation of an Office of Youth and Families, can serve as a connector and facilitator between the public and private entities invested in education / youth and families. As a Councilperson, I was able to find $10 million in unspent funds, which I redirected to our public school systems. Working with the Office of Youth and Families, as mayor I would be open to leveraging the work of that office to seek to opportunities to perpetuate this tradition within our school system.   Charbonnet: Building partnerships with NORD and our school system, will help encourage our schools to implement programs that will instruct our students in the arts, music, and culture, maintaining our rich heritage.  </image:caption>

It’s unfair and I want to reform our fees and fines structure.   Charbonnet: Social Aid and Pleasure clubs are some of New Orleans’s most important civic institutions. Government has to work with these clubs to make sure they are paying a fair and equitable fee for their annual second lines. Under the current fee structure, Second lines clearly pay more than their fair share of fees. My administration will work with Safety and Permits to reduce these fees, while still making sure that all safety standards are met.  </image:caption>

      <image:caption>Cantrell: Building on what I’ve already addressed for that office, I would want to expand its vision to include seats at the table for our culture bearers so that their voices are heard and we can create policy, decisions and goals for not only maintaining our cultural economy, but also so we are providing resources for its survival. We need to honor our musicians and our culture bearers, and more importantly we need to give them resources so they can thrive. Musicians and the music community have clearly boosted the local economy, particularly the tourism industry, and yet the City hasn’t done nearly enough to recognize that contribution, nor share in the dollars generated. Too many musicians and their families live hand to mouth without health insurance. That needs to stop and under my administration, it will.   Charbonnet: Before I take office I will examine every department. Every office, public-private partnership, and recipient of public funds will be reviewed. Pending that review, my administration would work with the Mayor’s Office of Cultural Economy to further develop relationships with musicians and member of the cultural economy in order to facilitate economic growth specifically for them. The Office of Cultural Economy has done a great job helping coordinate cultural events on a large scale, my administration would focus more on keeping the actual musicians in the loop.  </image:caption>

I will want to fully examine the budget to see where the money can come from. Additionally, we should work with RTA and groups such as Ride to ensure we are taking advantage of all federal funding. I also interested in providing shuttles and other methods so musicians and other hospitality workers can safely and cost effectively get to work.   Charbonnet: I am a strong advocate for public transportation, My administration will work with transportation experts and RTA to determine where our existing needs are. Right now our existing transportation system needs to be more efficient, frequent, and on time. Investing in and expanding RTA is essential.  </image:caption>

      <image:caption>Cantrell: As a New Orleans Councilwoman, I have prioritized creating affordable housing by creating the density bonus , redirecting the Neighborhood Improvement Fund to homeowners and neighbors instead of code enforcement attorneys, working with housing advocates and getting state funding for case management services for homeowners stuck in Road Home. It’s not enough because our people continue to be priced out and forced to leave neighborhoods that their families have called home for generations. As mayor, I will do the following: POLICY DETAILS Use all the tools in the toolbox , including many of those proposed in the local Put Housing First Platform. Unfortunately, the majority of those revenues do not go to the city government. However, I am committed to working with the CVB, New Orleans Tourism and Marketing Corporation and other entities that receive monies to find ways in which our workers benefit. Together with these groups we can advocate for increased transportation opportunities to potential licensing agreements for musicians, Mardi Gras Indians, etc. I would also like to see our financial institutions help our industry workers by creating financial literacy programs and providing pre-approval services for home purchasing. The fastest way to grow equity and wealth is through home ownership, however, often the hospitality and cultural workers are paid in cash and it is more difficult to get them qualified.       <image:caption>Palmer:  When I was on the council, I created citizen-led committees that assisted in crafting any legislation that would be impactful (from the Sustainable Transportation Advisory Committee for transit issues to the Algiers Blight Committee to committees that oversaw the development of Crescent Park and the St. Roch Market). I will continue to do this when I am in office and will also include groups such as MACCNO when any legislation or issues come up that could affect the cultural economy. This was also demonstrated when we were crafting a sound ordinance. I ensured that all stakeholders had representation at the table, from musicians, to Mardi Gras Indians, to artists to resident groups. A shared goal amongst these groups was the desire to base this legislation in science - to that end, we hired an acoustical engineer (who also worked as a musician) to conduct a study. Through this process, sound complaints became decriminalized, and enforcement responsibilities were removed from NOPD and given to the Health Department. Moreover, we created open dialogue between diverse groups. In addition, when I was on the Council I was a member of the Governmental Affairs committee, chaired by Councilmember Susan Guidry. This was a time when there was conflict between NOPD and Mardi Gras Indians in terms of parading without permits, and interfering with the cultural traditions of the Indians. Our committee brought the various Indian Tribes together with NOPD district commanders to find a solution. Together, an NOPD policy manual was created to educate officers in our cultural traditions so as to respect the parading traditions of the Indians</image:caption>

      <image:caption>Palmer: We must reduce blight, create affordable housing with incentives for homeownership, and amend the Short Term Rental Ordinance. New Orleans still has roughly 35,000 vacant and blighted houses. When I served on the City Council from 2010 - 2014, I made blight reduction a major focus of my tenure. I created the Algiers Blight Committee, which met monthly with all relevant city agencies including community members. We worked through a list of the most egregious situations of blight. The committee successfully dealt with over 500 units. If elected, I would seek to re-establish this committee. I also extended the Lot Next Door Program making vacant lots available to surrounding neighbors who were not eligible under the original program. Moreover, I asked for and won a set-aside allocation of $52 million of disaster CDBG for soft second money. This allowed access to funds for first time homebuyers to help with down payments and closing costs. The program was widely successful and utilized the entirety of the allocation. I believe homeownership is the best way to accumulate wealth and gain economic equity. In office, I will advocate for similar programs for first time homebuyers, making homeownership more affordable throughout New Orleans. Additionally, I will back special incentives for first time buyers to purchase NORA properties to get these houses back into commerce. STRs are currently banned in the French Quarter. However, the Marigny, Bywater, St. Roch and Treme are over-saturated since the French Quarter moratorium went into effect. Residents complain of feeling like they live in a residential hotel, businesses struggle to stay open without a local customer base, and an exodus of permanent neighbors means opportunities for crime to flourish unseen. Furthermore, remaining residents are now being subject to exorbitant rises in property taxes. A “one-size-fits-all” policy is impractical for the diverse neighborhoods of New Orleans. I’m in favor of neighborhoods self-determining the limits of STRs, encouraging homestead exemption STRs, and capping and regulating whole-home rentals the same as existing commercial properties. Essentially, they should be treated as commercial endeavours and follow the zoning laws as such.</image:caption>

As former chair of the Transportation Committee, I passed transformative legislation (Complete Streets Ordinance) to ensure that connectivity is the basis of all forms of transit. Increased bus routes and connectors are hugely important in District C. The number one reason workers are fired from a job is because they are late for work. We have to focus on buses and all other forms of transit to bring equity to our people. Additionally, I will refuse to increase parking meter rates and parking fines in areas where hospitality and cultural workers rely on parking. We shouldn’t generate revenue with a regressive tax on our service and hospitality workers, musicians, performers, and artists who make up the backbone of our tourism industry. It has been a primary policy focus of mine and I have two specific proposals that will get more tourist dollars in the pockets of our residents. First, I support #FightFor15 but I feel I must advocate for even more. I propose a minimum wage of $18/hr, as a recent study has shown that is what is needed to afford a two bedroom apartment in New Orleans. Furthermore, I will not forget about our tipped wage employees who have not recieved a raise from the $2.13/hr minimum since 1991. I will raise that minimum to $8/hr. That will do a lot to get revenues from tourism into the hands of our workers. Beyond that, I am proposing a Lagniappe Dividend. The monies distributed with be raised on a special tourist dense commercial zone 5% sales tax on alcohol sales. Checks will be distributed quarterly to every resident, and while not enough to ensure a Universal Basic Income, will build a supplemental safety net while we work towards a floor</image:caption>

I would insist all video feeds to this Central Command be fixed to in service patrol vehicles and body cams, as well as any business that chooses to participate, but no business licensing should require it nor should we put in permanent fixed crime cameras on the street.</image:caption>

I hesitate to place strict criteria on the term as so much culture is a living, moving entity that often can not be easily defined by the outside observer but is a dear and deeply personal element to those who identify as a culture bearer.   Nowak: I define a culture bearer as an individual who has shown throughout their life not just significant artistic contributions but also community service and mentorship to upcoming generations. The primary criteria I would use to define this would be a strong educational component. This educational component does not need to be in a formal academic setting, but show that culture is maintained through transmission much more than performance per se. Art is art, but doesn't become culture until it serves and enriches the community.</image:caption>

Additionally, it is part of a responsible housing plan to include transportation issues and I am working towards improving infrastructure and bicycle/pedestrian safety to make travelling throughout our city safer and more efficient.   Nowak: First and foremost I am extremely displeased with city government handing over the operations of NORTA to Veolia Transport in 2008. We don't need a private for profit company running our public transport, as a profit motive underserves the utilitarian gains of public transport. I will seek to break this contract as soon as possible. I believe that is the necessary step to make transport investments to Algiers and New Orleans East, as we have seen the only investments being made currently in service of attracting more tourists. I would like to expand public transport to a light rail citywide system, and my first focus will be rail connections from NO EAST, Lower 9th Ward, and Algiers to the rest of the city. I have a platform goal of making every place in the city accessible within 45 minutes of public transit by 2025. We need to connect all job opportunities with all citizens!</image:caption>

Families who have lived in New Orleans for generations are being pushed out of their neighborhoods and it is increasingly difficult for renters or homebuyers in a wide range of income brackets to find a safe, healthy place to live. Initiatives such as the Smart Housing Mix and changes to the Master Plan to allow for greater density will help us achieve  our development goals. As a current Councilmember At Large I have been involved in and supportive of the process for both. Additionally, I will continue to work with local finance leaders and the Office of Community Development to give them the resources they need to enhance the programs they currently offer and encourage community building through investing in first time homebuyers.   Nowak:  Housing costs are surging, and I have a number of policy proposals to deal with this issue. First and foremost we must recognize that the AirBnB legislation that my incumbent opponent passed is the primary reason for this surge. I will make all AirBnB listings have an attached homestead exemption requirement, and give some teeth to the penalties for running an AirBnB outside of regulatory framework. I have proposed a property tax mill increase freeze during my tenure. I also intend to build tens of thousands of tiny homes across the thousands of vacant HANO lots in this city. They will be used for housing first homeless remediation, as well as rent to own. I intend to create a New Orleans Federal Credit Union with a mandate to provide inexpensive financing to working class families with the goal of increasing home ownership rates across the city but especially among the African American community.</image:caption>

City Council does not have much control over what the Orleans Parish School Board does with the 40% of the city revenue it receives. City Council can pick up the gauntlet for those failed by our public school system by providing redial classes at local community colleges, publicly provided 2 yr associate program, and a concerted and well funding effot by the New Orleans Public Library to get our residents to a 100% functional literacy rate. I want all these programs to work in synchronicity to an endowment efforts between public and private sources to fully fund the best musical programs in the academic world. Scholarships can be provided to some of our best and brightest for graduate level studies. Our culture bearers will be able to act as mentors to students across both higher education, and NORD community programming. I will give my bully pulpit support to candidates for OPSB who recognize the need for musical education and funding for our K-12 students. To pass the torch we need to minimize obstacles to participation for both mentor and student. That means paying our mentors and having tuition free classes for our students.</image:caption>

Our city government needs to empower voices, especially in underrepresented communities, and so these efforts should be held with a variety of time and places in mind. Tourists don’t want to see or experience a staged neighborhood, they want to see an authentic neighborhood, populated with indigenous people. I have a number of ideas but this is one of them: Developers are targeting our neighborhoods and reporting any visible violation to the city’s code enforcement office. This results in fines and penalties that residents can’t pay and when fines aren’t paid, the owner is denied the ability to pay their property taxes until the fines are paid. Eventually, the property is sold to developers for nonpayment of property taxes. This is in many cases the forced gentrification that we are witnessing. This has to be changed. Owners should always be allowed to pay their taxes. I will fight for this change once on the city council.   Cutno: Affordable Housing for NOLA Artists, Entertainers, Musician’s and low-income and working class people. Investment of $17 million for affordable housing programs, loans, and grants, along with rental assistance, so that all of our residents can afford to live in a New Orleans home.</image:caption>

Inconsistency and delays result in people being late for work or other appointments, often opting to either take a costly cab or ride service, or to leave much earlier than they should, spending unnecessary time away from their families, due to poor on-time performance with bus routes. We need to protect our residents and ensure they have safe and comfortable places to live. As a councilmember, I will work to create discourse between the council and the departments of Community Development, Economic Development, and HANO to find comprehensive solutions to housing. I will work with developers who are applying to build new structures, to create a percentage of housing units for working class and low-income residents, in accordance with proposals from the Smart Housing Mix policy.  I plan to entice developers to do this by offering positive incentives, rather than enacting restrictive legislation, wherever possible. Legislation to safeguard housing should not have the opposite effect: it should not serve to effectively de-incentivize development, but should encourage smart and responsible development to flourish by offering positive incentives that attract inclusive housing development.  Having more economic opportunities available to residents will help us all succeed.  I will lend my support to any effort to join together the varying interests of residents, government, developers, and community groups to create smart housing solutions. To achieve this holistic approach to housing, I will work to ensure that business and economic leaders, those in the city's departments of Community Development, Economic Development, and HANO have the opportunity to hear from community stakeholders. Again, I will work hand-in-hand with city leadership to create incentives for development to provide residents with access to needed resources like transit, services like pharmacies and groceries, and recreational opportunities. I will place pressure on city governmental departments to work together to create comprehensive plans and requests for proposals that will address the needs of working people in our city.    </image:caption>

Such programs can also employ our culture bearers and allow them to pass on the culture and traditions.   Bloom: As a two term Orleans Parish School Board Member, I recognize the important role education of every kind can play in crime reduction and overall increase in quality of life. I will seek to promote education and youth empowerment throughout my work as councilman, including advocating for youth cultural programming and seeking to expand funding, publicity, and partnerships for NORDC programs to include music, arts, and performance. I will advocate for the continued expansion of arts and cultural programming in our schools. Cultural activities also provide economic development and jobs. The opportunities for employment and extra income can also benefit our youth and encourage continued development of our cultural heritage.</image:caption>

Under my leadership ALL proposals and planning efforts will be transparent and inclusive.   Ring: I would love to see Cultural Economy have a committee at the City Council level. One could argue we already have a community development committee. I believe the attack on the culture of New Orleans by those that want to gentrify it is so fierce right now that we need someone in place to oversee cultural economy from these groups. My volunteer work with the Threadheads, a group of volunteers who first raised money in a not for profit record label then turned it into a 501c entity that recognizes and grants funds to a variety of culture bearers and culture restorers, has led me to believe that we cannot let our culture die in the hands of bearers who have spent their whole lives working within the traditions of New Orleans. We the council, as city leaders, need to show the importance of what culture can not only do for tourism but also what culture can do for sustaining a proud image of our city through masking, brass band and the like as well as the storied history of all of it.   Washington-Kendrick: Partnering with some of New Orleans' biggest figure would be a great civil asset to building communities. All music and art expression facets are aiming for the same goal; peace, togetherness/harmony and fun/party. Utilizing they outreach tactics would help to change narrative where they should be and creating a festive rubric on rights of the people.</image:caption>

I will ensure that State and Federal housing programs are maximized and that leverage our resources to incentivize the supply of affordable housing. When new units are constructed, I will pursue long-term commitments for affordability. The Council can impact affordable housing through zoning by incentivizing the building of multi-family and multi-income housing where appropriate, built with quality construction and design, as well as through supporting home ownership programs. Additionally, it is imperative that the Short-Term Rental ordinance is enforced to ensure that the character of our communities is protected.   Hardy: I support inclusionary zoning through the expansion of the Smart Housing Mix Ordinance. I believe that every neighborhood in our city should share the responsibility of providing affordable housing to our most vulnerable residents. Considering that we have a 30,000 unit affordable housing shortage and 40,000+ blighted units of property, I will ensure that all blighted property is sold or otherwise assigned to individuals and agencies who have the capacity to transform them into affordable homes and businesses. I have proposed that we grow our $1.5MIL loan pool for Disadvantaged Business Enterprises (DBEs) to $150MIL, with a priority on Tourism, Trade, and Technology, all of which affect the music industry. I have also proposed that the $200MIL+ surplus held by the Morial Convention Center be used to provide housing to low income service industry workers, musicians, and others who support our conventions and tourism industry.   Ring: One of my first acts will be to work on a plan to abolish the current short term rental law and work to a more equitable law which at least minimizes, and at best eliminates, whole house rentals. The current law motivates gentrification, cultural displacement and exorbitant rents and mortgages for those houses that are in the path of the STR deluge. By motivating property owners and builders to work with the city to create an affordable housing plan for all of New Orleans we can create a culture of affordable homeownership and rentals for those New Orleanians being forced out of neighborhoods where generations of their family lived worked and played.   Washington-Kendrick: Incentivize, Incentivize, Incentivize for new developers, old developers and landlords alike. For the new developers making sure they set aside a percentage of their housing units, for affordable housing for low income renters. Ensure those renters who have been in those neighborhoods where gentrification is growing, that landlords will receive the necessary support to enable them to keep those tenants in those houses.</image:caption>

Furthermore, I support the creation of a Department of Youth Services and Families to coordinate the public and private services for our young people and families. This entity will work with the State-created Children and Community Planning Board to make sure we have coordinated, wrap-around services for youth from birth to adulthood, which can also serve as a partner for our youth cultural organizations.   Hardy: I believe every citizen should be able to walk to a cultural center where intergenerational, intercultural activity is provided on a weekly basis. I will seek funding to create an asset map of existing organizations, buildings, and funding that support cultural activity, and I will lead the effort to grow the resources available to our most vulnerable endangered cultures.   Ring: I believe in community schools. I am not a fan of the charter schools. I believe that we need to go back to community based school system and take corporations out of schools. By doing that we can do the one thing we can advocate for is a cultural awareness class. Cultural awareness class can teach the traditions and historical references to the students. Using Art, Music, Civics, Sports we can teach our students of the cultural importance of parading, playing music or making art. While many schools are removing it, we can champion it. To take a line from my friend, Shamarr Allen, we can have the students proudly proclaim “Music is my weapon”.   Washington-Kendrick: I would make sure that the organizations and non profits that engage in and teach cultural awareness through music and arts become meccas for our youth. I would make sure kids are engaged in these programs, especially those that are either in the system or on the radar for making bad decisions in the community or in school. These programs would act as corridors for the youth to be culturally aware, lifelong learners, productive citizens and it will create for them a positive and enriched quality of life because research has shown that: Musical training helps develop language and reasoning: Students who have early musical training will develop the areas of the brain related to language and reasoning. The left side of the brain is better developed with music, and songs can help imprint information on young minds. Students have sense of achievement: Learning to play pieces of music on a new instrument can be a challenging, but achievable goal. Students who master even the smallest goal in music will be able to feel proud of their achievement. Student gain success in society: Music is the fabric of our society, and music can shape abilities and character. Students in band or orchestra are less likely to abuse substances over their lifetime. Musical education can greatly contribute to children’s intellectual development as well. Students are emotionally developed: Students of music can be more emotionally developed, with empathy towards other cultures They also tend to have higher self esteem and are better at coping with anxiety.   Students have better ACT/SAT scores: Students who have experience with music performance or appreciation score higher on the SAT. One report indicates 63 points higher on verbal and 44 points higher on math for students in music appreciation courses. Music builds imagination and intellectual curiosity: Introducing music in the early childhood years can help foster a positive attitude toward learning and curiosity. Artistic education develops the whole brain and develops a child’s imagination. Musical instruments can teach discipline: Kids who learn to play an instrument can learn a valuable lesson in discipline. They will have to set time aside to practice and rise to the challenge of learning with discipline to master playing their instrument. Preparation for the creative economy: Investing in creative education can prepare students for the 21st century workforce. The new economy has created more artistic careers, and these jobs may grow faster than others in the future. Students become responsible risk-takers: Performing a musical piece can bring fear and anxiety. Doing so teaches kids how to take risks and deal with fear, which will help them become successful and reach their potential. Students have better self-confidence: With encouragement from teachers and parents, students playing a musical instrument can build pride and confidence. Musical education is also likely to develop better communication for students.</image:caption>

Increased police presence, live monitoring, and community policing that is educated on our cultural laws (like through MACCNOs street performance guide) are all measures I support in order to reduce the opportunities to commit crime. Providing safe venues, loading areas and pathways is critical to this plan.   Hardy: I support some aspects of the plan but not others. I would keep the LED lighting and ask for fiber-optics and wifi as the technology will pay for itself. I would not have paid for the barricades and do not support the curfew.   Ring: I support a portion of it. As an advocate of community policing, I believe at least a part of that 40 million dollars can be better spent in other areas of the budget. The main component that I would keep is the crime cameras. I believe this is a technological benefit that can help police in researching a crime. The piece I would not keep is the closure of doors on Bourbon Street at 3AM. I don’t see any point in it. I do not think it will mitigate crime. I do think it will force additional enforcement that will take away from the overall security of the French Quarter.   Washington-Kendrick: No, I do not support the $40 million dollar Security plan in its entirety. While I would keep the surveillance cameras for major hot spots in the city and the 300 police cars. I would not "pedestrianize" the 200 to the 800 block of the French Quarters. I feel like we should give attention to other pressing needs in other neighborhoods of the city.</image:caption>

I believe we need to revisit the fee structure and make sure the framework is equitable and fair.   Hardy: I believe that a portion of the traffic camera fees, money acquired from many of our cultural Foundations, and a portion of the Convention Center Surplus should underwrite the historic cultural events in our City.   Ring: I will call for a review of the fee structure. While some parades do not need as much security as SAPC second lines, the fees and the administration of the fees are not equally reported by the city. It also seems that the City is taking on a lot of cost in the name of Mardi Gras. While we can all agree it is a city promoted event, we can also make the argument that so too should second lines be promoted. This mitigates the argument of free police for Mardi Gras krewes.   Washington-Kendrick: The first line of equity would be a specific monetary scale that breaks down what the fees are for and why they are there. The Social Aid and Pleasure Clubs fees would be equal to or less than Parade fees because second lines have a time limit to be off the streets of New Orleans while Mardi Gras parades have no time limit. Equity must start with Good Government and we see that this is not by any means Good Government.</image:caption>

Community driven criteria should apply.   Hardy: Wikipedia defines culture bearer as “any individual, especially a migrant, who carries, and thus diffuses, cultural values and traits between societies”. It further states, “The role of culture bearers is particularly important within those cultures undergoing transition or experiencing threat from outside the culture”.   I believe that most humans are culture bearers, but rarely identify as such—perhaps because many people in society do not understand the role they play in preserving, changing, and creating culture. The people who do understand the role(s) they play, seem to develop more intentionality behind their actions—such as Colin Kaepernick, Barack Obama, and John McCain. There is also cultural appropriation, which is lead by culture bearers who have created and maintained a culture of misappropriating others’ cultural identity and intellectual property.   Ring: I define the term culture bearer as someone, mainly indigenous but not strictly, that carries the culture of a region or a group from generation to generation. The criteria I use to determine to whom the term applies is one that a person or group who keeps a tradition alive. For instance groups such as  Mardi Gras Indians, Social Aid and Pleasure Clubs are clear cut examples. Indigenous to New Orleans, carrying the tradition of parading that is passed through generations or creating social mores of how a group interacts within the community. Some however are not as clear cut I believe. Groups like the New Orleans Musicians Clinic or Sweet Home New Orleans, while not directly involved in the act of parading or passing on the traditions of the benevolent work done by the SAPCs, assist in the continuity of the particular groups. So that to can be, in my opinion, bearing the culture.   Washington-Kendrick: "Culture bearer,” to me, implies a person who has intentionally encompassed culture and is transmitting and transferring it to others. How invested is the individual in our culture, what role they play in the culture, how are they educating others and to what degree are they doing it.</image:caption>

I will propose to establish an advisory committee on culture and community to advise the City Council, very similar to the Environmental Advisory Committee I helped established while serving as the lead legislative staffer for Councilwoman Nadine Ramsey. While working on behalf of District C, I developed an excellent working relationship with MACCNO, with a consistent record of fighting for the needs of our artists, musicians, and craftsman, and I will continue to do so as the District A Councilperson.   Hardy: Many artists, promoters, and cultural centers rely on other individuals and organizations to underwrite capital developments, events and ad campaigns. This means many of them will have less control over branding and profits. I believe that the DBE Loan pool and the Convention Center surplus are great resources to tap for underwriting artists and promoters directly. I believe that cooperatives and unions should also have access to these funds.   Ring: The first place to look is at the Morial Convention Center. The windfall that is garnered while attendance continues to drop and improvements to the MCC are not done as planned is staggering. By taking even a small amount of this surplus, we could work to improve infrastructure, develop more affordable housing, obtain more buses to improve route frequency. All of these things lend themselves to assisting our culture bearers and cultural images that motivate people to flock to New Orleans.   Washington-Kendrick: It would take the art council and musicians union to get more involved in mandating their mission. These organizations are in place for servicing and protecting the culture bears, which they should fight for obtaining funds to have musicians to sign up to perform. Granted, musicians go out on their own to the French Quarters/Market and perform, but if the IRS would sanction the musicians with an estimated amount on "Tips" accumulated. What may need to happen is a little training and dialogue with the two parties to set culture bears and art council to find policies and more protect for the artist intellectual property for the right dividends.</image:caption>

Also, our senior centers should become more intergenerational as our elders live healthier longer lives when they are surrounded by positive youth and our youth live more prosperous lives when they are mentored by elders.   Ring: Much what I said above is what we can do to pass that  cultural importance along. In addition, by working in a community based school system we can teach to the subject and not be handcuffed by testing. We can require the student take one of a number of classes (art, music, music history, various classes on cultural aspects) to show the educational importance of the culture of New Orleans.   Washington-Kendrick: We can invest in the culture by developing resources and more facilities that would impact our youth. Some of New Orleans' brass band leaders started an organization called "Roots of Music" that's dedication to the mission to teach young minds the culture of being a musician in New Orleans.</image:caption>

I believe we need to look at all innovative options for infrastructure and partner with the ride sharing economy and other new technologies to increase accessibility for all of our communities, particularly those who are underserved. Above all, I will seek to achieve the goals of New Orleans’ Master Plan to have livable, walkable communities.   Hardy: New Orleans needs to make sure that travel times on public transportation are reduced to the lowest in the country, and indeed the world. I will support a feasibility study and action plan for securing necessary resources to reach those goals. We also need to make sure that our App streams bus and streetcar locations in real time.   Ring: I will work with transit advocacy groups such as Ride Nola to work with the New Orleans Regional Transit Authority(NORTA) and its executive director to continue to develop more bus lines from the outer reaches of the city to the core. I will also work on making sure the Transdev is not renewed as the contract holder for the next contract. Bringing the transit situation under the purview of a city-run entity at the local level, beholden to the citizens of New Orleans not shareholders, will bring more oversight and positive results than currently being seen. I will also work with these groups to work with major employers such as Ochsner, the hotel and service industry and large corporations such as Entergy to offer reduced fare options to their employees. By sharing the cost of transportation, these groups will become stakeholders in the transportation piece of getting people to the job.   Washington-Kendrick: Conduct a feasibility assessment working along with RIDE and RTA to make sure those citizens are able to get to their destinations in a timely manner. Also making sure there are adequate buses on each line and citizen are aware of the bus schedules.</image:caption>

I’d advocate to create a coalition of artists, performers, and culture bearers to help them tap into the windfall that comes with this type of tourism. I can tell you that the clients who do business here want it. We just need to connect said coalition with the tourism industry leaders. I know how to do it.</image:caption>

And it makes my work life so much more practical, easy, and affordable. I’d take a look at the data of how many of our service/ tourism workers live in the East, and present that data to RTA and the Council while advocating for better transit that is in lock-step with what’s working perfectly in the Mid-City to Treme to French Quarter route. Regarding cultural practitioners, I asked local culture writer Jay Maaza what had most changed on the Second Line in his 30-odd years attending them. His answer: The Cars- because so many folks don’t live in those neighborhoods any longer. I want to advocate for Community Stabilization, which is primarily about people. In short, the city of New Orleans should not profit from its citizens being displaced. I want to expand the Homestead Exemption, regulate and tax short-term rentals, and more closely regulate developers towards being a partner in our city and community that allows our citizens to live in the houses and neighborhoods that their Great-Great-Grandparents lived in. In Gentilly specifically, we are a designated ‘Resilience District’ which comes with designated funding for development, which we need to ensure also includes affordable housing and Community Stabilization. There is a reason that so many developers and contractors are spending significant money to donate to campaigns in this political season: because of the coming development windfall in my District. We must not be beholden to those developer’s interests. We need competency, transparency and accountability. Not favors owed.</image:caption>

At the Second Lines on Sunday, I am particularly emboldened by the sight of teenagers wearing hip metal tee-shirts and skinny jeans reveling in a tradition that their Grandparents still take part in. One specific thing I would do to further advance cultural activities for our young people is to approach our music clubs, and incentivize them, to book events during the afternoon/ early evenings on Saturdays and Sundays geared towards young people, as well as allowing young ‘promoters’ to curate those type of shows.</image:caption>

      <image:caption>Jackson:  In this context (read: political influence and potential legislation regarding advocacy for culture in our communities), I’d warn against defining Culture Bearer too narrowly. That said, to me a Culture Bearer in New Orleans embodies our cultural traditions, protects those traditions, and helps transition those traditions in an ever-changing community moving forward in time and space. I think of four generations at an SAPC Second Line on Sunday. Mardi Gras Indians. For example, a culture bearer like Donald Harrison bringing Christian Scott into folds of New Orleans culture, and Christian then becoming a culture bearer in his own right while also progressively advancing the art, music and culture of New Orleans to new generations, and to those who don’t live in New Orleans, or to those whom have recently transitioned to New Orleans. A culture bearer keeps close in mind history, the present moment, and the future. It is about preservation, sustainability, and evolution.</image:caption>

Any historical venue that has supported music and New Orleans culture should be able to file for a permit against existing zoning overlays.
